R9 390 Thermal Throttling

So I have an AMD R9 390, a 750w Corsair PSU, and an i5-4690k. All of this is inside the Fractal Design Define S with three GP-14 140mm fans (two intake in front, one exhaust at rear). When I play games like Overwatch and disable all FPS limits, the card gets up to 94c and begins to thermal throttle. However, I've tried playing without the side panel on, and the GPU drops to 75c! I know the Define S has great airflow, and I have three fans installed and are being controlled by the motherboard. Is there anything more I can do about this?
 
What is your ambient temp? Do you have a large CPU cooler dumping heat into case and/or restricting airflow?

My setup is similar with a gmax case, 2x140mm intake and 2x140mm exhaust (top and back) and I see maximum 75c under heaviest gaming. That's ambient plus 45 in the recent hot weather.

The ambient temp in my house is around 73F (23c). I have a Hyper 212 Evo for my CPU, which is pushing air towards the exhaust fan.

I don't know, but it must be pretty hot because when I take the side panel off, the GPU temps go down to 75c.
