ARMA 3 Low frames multiplayer

I think my CPU is not working at it's full power when I play ARMA 3 MP. If I open up task manager ARMA 3 only says it's using 10 - 20 percent of my cpu. When I play singleplayer ARMA 3 runs at a steady 40-60 fps.

I have an i7-4720HQ Processor and a GTX 860m in my Lenovo y50-70 laptop, when watching benchmarks of ARMA 3 on youtube with the exact same model that I have, the player reaches 20 - 50 fps where I am stuck at 5-12 fps in multiplayer. Is there anything I can try to improve performance?

Arma 3 is a very unoptimized game. The singleplayer will run amazingly, but multiplayer chugs on high end systems. I have a spare laptop with an 860m and can only hit 20 fps max in a 60 player server. If you can turn down settings that would help, if not I'm not sure you can do anything.
