PC Build for an *extremely* tight budget - Under $250

I'm looking for recs on parts for a new build. I'm on an extremely tight budget and really can't spend more than $250 (I already have Windows, so price doesn't include that).

I don't do any extreme gaming. My main use would be normal internet usage (email, social media, browsing, etc) and video editing (Sony Vegas). I have a YouTube channel and need something that will let me edit and render 720p 60fps video without the terrible lag I'm getting with my current PC. If it let me edit and render 1080p, so much the better.

My current PC (store bought, but bought by me used) is like 5 years old and my last build was over 10 years old before I replaced it, so you can see that the newest and shiniest isn't exactly my highest priority. I'm perfectly willing to search for used parts and wait for sales, etc.

Can anyone help me with this?

Oh, btw, I have an old Alienware Dragon Tower Case that I was wondering if I could reuse? It needs a new power supply, but it's still in nice shape.

This build has current generation Intel Skylake parts and DDR4, so you can upgrade to a i3/i5/i7 later on if you need to. The Pentium should get the job done though for this kind of budget. Your old case probably doesn't have USB 3.0, and without knowing the form factor I would just recommend a new case with USB 3.0

If you need a motherboard with different video outputs just let me know. This one comes with HDMI.
