Help for first time builder?

Good build but I'd stay away from Biostar motherboards. They simply aren't good; you'll get a fry at some point. The 9xx series and paired with an i3 won't consume that much power. I'd personally recommend the EVGA 500W W1 for a budget PSU, but still pretty reliable. If you want expandability and more upgradeability in the future, I'd go with the Corsair CS series. Don't go with CX; they aren't that reliable.

The MSI mortar series is very unreliable, so yes. Don't be afraid to spend money on a good motherboard. It is crucial to system components.
