I am looking to build a desktop and my cpu is going to be the fx 6350 , the thing is , i can get the r9 380 for 239.90$ and i can get the rx 480 for 249.90$. Wich gpu should i pick ? Im so confused because ive heard that both get bottlenecked by the cpu , and ive also heard the exact opposite.

Both of them are the 4gb versions .

I will mostly play games like : csgo , overwatch , payday 2 , witcher 3 and smite. I kind of realize that either one or other do good on these games but i still want the best performance . Thank you

RX 480. It has the performance of r9 390 and lower power consumption than r9 380. You may consider gtx 1060 too.

And yes, your cpu has weak single core performance. In some more cpu demanding games you will get significantly lower fps compared to intel i5. But still the games will be playable.

Do you think that in any of those games it would go below the 60fps mark ? Im not someone who has to play with everything maxed out period , i prefer gameplay over graphics and im fine lowering some stuff , what do you think?

You can run all of these games above 60fps. If you dont want to go under 60 maybe you should lower the settings a little. CS go and Smite will be fine maxed out I think, witcher 3 - you will get under 60fps in the big cities. I havent played the other 2 games you listed.
