Maxing out RAM on games, should I increase my RAM or upgrade my graphics card so I have more VRAM

So whenever I play Just Cause 3, it's super laggy and it's because my RAM is being maxed out (16GB).

I could buy more RAM and just fix it there and then, but I'm planning on upgrading my Graphics Card to a GTX1060 (2GB VRAM to 8GB). Would this fix the lag issue, as the game textures could all be stored on VRAM and then my normal RAM can handle everything else?

Obviously just adding in more RAM is cheaper, but if getting the Graphics Card slightly earlier fixes the issue, it's not worth the extra RAM.

Any thoughts?

16GB of ram is overkill to say the least. I completely max out the new Battlefront at 60+fps with 8GB. If you haven't always been laggy like this I would suggest completely uninstalling your graphics drivers and reinstalling the latest ones.

Your Ram won't change anything.
Firstly unless there's recent fixes just cause 3 is a fickle bitch. Some machines it runs great on and others even though they far surpasse the recommendations it runs like crap on.
Your in 1080p I'm assuming? Have you tried running it with low specs or lower resolutions?
2gb of Vram even in 1080p is a bit low for a lot of newer titles so going up to a 3gb + gpu can help.
Also you didn't mention your current gpu? Or any other specs.

If your 16gb of ram is peaking out check your manager and see if it's reporting any unusual activity elsewhere.
