i have a beast pc why cant i get 60fps in gta v

why cant i get 60 fps in gta 5 for the pc?
i have a Radeon r9 380 video card
8 gigs of RAM
and an i5 processor
and my monitor is 1920x1080

i dont have any trouble getting 60fps in any other games,
i usually get 30-40 fps on max settings and 40-43 fps on the lowest settings
i turned off anti-aliasing and the grass quality, what else should i do?

Which i5 do you have? GTA V is a very CPU heavy game and not all i5s are going to give you 60FPS solid. If you have a first gen i5 (6xx or 7xx), you're not going to get 60FPS solid. If you have an i5 750 or 760, it might be possible if you get a really high overclock, but not at stock speeds. If you have a low clocked Sandy Bridge i5 like the i5 2320 you're going to run into a similar problem.

R9 380 isn't a really high end card, so running at max settings won't get your 60FPS. If you do have an old CPU, your best option would be to dial back settings that stress the CPU more like draw distance and NPC density.

If you're on Windows 8 or newer right click on the Windows logo at the bottom of your screen and click on System and it should bring up the System Info screen. If you're on Windows 7, open the Start Menu, right click on Computer and click on System to bring up that screen.

You could also download programs like CPU-Z or HWInfo 64 if you wanted more details about your system.
 
Okay, that's your problem. You have an older AMD A10 APU, which is considerably weaker than any Core i5 aside from the dual core models released in 2010. GTA V is quite CPU heavy and simply won't run at 60FPS with such a weak processor. You're going to have to just deal with 30FPS unless you want to get a new CPU and motherboard.
 
Depends on how much you're willing to spend and if you want to re-use your existing RAM or not. If you really need to keep your current RAM, look for one of the Haswell Core i5s, 4460 is probably the best value, 4690k if you want to overclock, and get an LGA 1150 motherboard. If you want to overclock with the 4690k, get a Z97 motherboard. H97 and B85 are the more budget oriented chipsets that you'd pair with a locked CPU. H81 is the extreme low budget chipset that is pretty badly cut down on connectivity options.

If you don't need to keep your old RAM, then you're probably best off on the current Skylake platform, so an i5 6500 if you want best value, or an i5 6600k if you want to overclock. Motherboards use the LGA 1151 socket with the Z170 chipset needed for overclocking. If you're not going to overclock, then something with the H170 or B150 chipset will work. I personally would avoid H110 simply due to how badly cut down it is, but if you don't need a whole lot of connectivity and want to save some money, it will work.
