FX 8350 safe temps?

hello I've amd fx 8350 and thermaltake 3.0 water cooling system. Im getting 65 degress and sometimes it goes up like 70 degress is it safe ? but its not always 65 or 70 its around 50-60 it just sometime goes up like 65-70

Can you post a screenshot with the temperature with a program like CPUID HWMonitor. The max temperature should be around ~61 C, but it will still work around that temperature, but I can't guarantee it won't cause damage on your CPU or MOBO.

is this right? it says 30 degress on overdrive. and says 40 on cpu-z like what?? is it possible that I put

okay whatever you dont need to see screenshots anyway. so my problem is when I play rainbow six my cpu is throtthling. I mean sometimes my fps goes down to 30 from 150 and when I check core temp my cpu goes down to 1.3GHz and after 20 seconds it goes up like 4GHz back and my fps goes up 150 again. so I disabled something on bios what is called "Cpu Smart Protection" when I disable this that throtthing issue doesnt do that anymore but my cpu goes up like 70 degress on core temp and HWmonitor. Im not looking amd overdrive because its not temperature its something else. what do I need to do here. I dont want to disable cpu smart protection because temperature goes too high. but when I enable it I get like 20 fps every 2 minutes on games. throtthing issue. help
