odd issue with usb 3.0 power.

got an odd issue, my usb3 slots aren't providing enough power to things plugged into them to get them to work. can't access my external drive or use the headphones. what's really strange though is that if i enter the bios when i first boot the pc the issue is fixed until i restart the pc again, i'm doing nothing more then entering the bios and exiting without making changes.

if it matters its an ASUS p8 p67-m pro mobo.
 
With something like that, I suggest that you take a good look at the Asus support website for your model of motherboard.
And look at the bios firmware revision updates.

It will state on a bios firmware update, and it`s revision release number what the fixes are.
More than likely you may find a bios firmware revision that is newer on the support site that your motherboard is currently running by checking the bios firmware running on your motherboard.

looked and found that none of the bios updates mention anything close to related to my problem, so i'm not sure i even want to take the risk of updating.

but logically it doesn't make sense. i've had this pc for years, with devices plugged into those usb ports, with no issue. yet after a cleaning i start noticing the power issue i brought up. why would going into the bios options when i start my pc fix the issue? i'm not actually doing anything in the bios, just flipping to the usb page and then exiting?

is it possible that this is an issue with a dying cmos battery? i've never replaced it and have no idea if it could even cause a problem like this.
