Why is 1 Terabyte not 1 Terabyte?

So I recently got a new 1TB WD Blue Hard drive. After doing the partition/format thing to make windows recognize it, when I go to This PC it only says 931GB, even though its completely empty and its a 1TB hard drive. I remember during the partition/format process that there was a thing to select the volume of the partition/hard drive, but I'm sitting here thinking, "Whats the point of that?" If its a 1TB hard drive, shouldn't I get the full 1TB?

Why?
Because humans and computers count things differently
Base 10 vs Base 2.
1tb = 931GB
2TB = 1.81GB
500GB = 465GB
120GB = 111GB

Exact same drives.
Just depends on what is reporting.
Blame the marketing people.
