Simply put, the lowest my cpu voltage can go is 1.4250v, which cause EXTREME overheating issues, on latest bios, help!

Page 25 User Manual: "Normal CPU Vcore 1.3250V
Page 28 User Manual: "CPU Voltage Control
Allows you to set the CPU Voltage. Auto sets the CPU voltage as required. The adjustable range is dependent on the CPU being installed. (Default Normal)"
This means the 1.4250v may be normal voltage for your CPU.. depends on the CPU model and specific technical information. If it is abnormal for the CPU model, the overheating may be due to overclocking, deficient cooling, weather, the specific task... enable the CPU's BIOS and Windows power options so it only runs at 100% when needed... at least while the actual cause is found.

My fx 8320 shouldn't use that much juice , but sometimes, it reverts to it's normal 1.26v (i've done a OC to 4.1ghz so I set it to 1.28v), though the problem may be the cmos battery is dead, i didn't know this until today.

 
Well, the battery is used to save BIOS settings but when the computer is runnning it's not doing much.

Check the CPU-World specs sheet for the FX-8320... Boosted P States and Low Power P States have the adequate voltage for diferent clock speeds... You'd have to enable the Low Power P State to run the BIOS CPU Vcore voltage to lower than the default 1.325v (1.325v according to both; the user manual and my own Gigabyte 78LMT-USB3). Lower than 1.325v should also lower clock speed.. so the 1.26v is not the normal CPU voltage unless the Low P State is enabled, but you also overclocked it which should increase voltage to above 1.4v... and I don't think you can be running both a) Power Option with low clock speed and b) overclocking, and expect the low 1.28 voltage to remain the same and run the overclock.
