Installed New Hard Drive, Internet Is Now Slow

A couple weeks ago my hard drive failed, it was a WD Blue. I found this out when I took it to a local UBreakIFix, and asked them to diagnose it, they told me that the Blue was well known for failing, and that I should get a Black. I ordered one and it arrived a few days later. After installing the WD Black, and reinstalling windows I started to redownload all my most used programs, the first ones being Google Chrome, ESET, and Steam. but as I was downloading Steam, I noticed it was being rather slow, and I checked my internet. I have AT&T U-Verse, and I use an ethernet cord, that runs directly from the modem to my PC. I normally get test results of up to about 950 Mbps down/up on speedtest.net. But when I checked more recently I was getting only 4 Mbps down and the usual 950 Mbps up. I'm wondering if it's just my new hard drive, or if something else could have gone wrong? Please respond, and thank you in advance to anyone who does.

I'd not really blame it on the WD Black HDD just yet. Make sure you exhaust all the troubleshooting steps that could fix your Internet speed issue. I'd start by making you sure you have the latest network drivers for your motherboard from the mobo manufacturer's official website. You should be able to find your model there and see all the available downloads and drivers compatible with your OS version. If re-plugging the Ethernet cable, resetting the modem and updating the drivers manually didn't fix the issue, try contacting your Internet distributor and ask them for further assistance.
