Stock Speed High Temperatures i7 6700K

Hiya, I recently made my first computer. And everything's working well and such. But, I planned on overclocking my CPU, and started looking into how far I'd be able to get. I'd previously used a program to see at what temperature my CPU's running at idle, around 18-22C. Now I did a Cinebench test to see what temps my cpu is running at during a full load, to see how far I could overclock. But.. The results were worrying. Within 8 seconds the temperature shot up to around 83C, and one core briefly peaked to 91. That's already hotter than what I was thinking of setting as limit during overclocking, and this is just stockspeed.
I have a 6700K obviously, a Sycthe Mugen 4 PCGH cooler and applied Arctic Silver paste to the cpu.
I looked up a bunch before going here, and found that the fans on my particular cooler only spin at 800 rpm, rather than up to like 1500, so that might play a role in it. I tried doing the benchmark with an open case and a normal fan, like, a fan for people, pointed at it at full speed, but that didn't really do much with the temperature, maybe a few degrees lower on average.
If possible I would really like to not reseat the heatsink since it was that much of a pain to seat it in the first place. And I don't have isoproyl alcohol, and it's not sold here either due to local regulations or whatever, so I don't know how to clean the cpu if I have to reapply paste.
When I placed the heatsink, I did remove the plastic sheet covering the bottom.

Please, if any of you can help, I would appreciate it.
 
Solution
No point of overclocking if it is reaching load temps of 83C. Find if it the installation of the cooler or the cooler itself is the problem.
If the load temps still reaches 83C at 1.2V, then the issue will likely be the cpu cooler.
There's nothing really to try other than reseat the cpu cooler.
Are alcohol pads that are used as cleaning wounds banned within your country?

About 1.24 to 1.28 volts. I've not tweaked anything in the bios indeed.
 


If the cpu fan does not ramp up, then it's possible that the cause for the high load temps.
I would try to reseat the heatsink to see if that makes a difference. You could use alcohol pads that has 70% isopropyl alcohol.
You can try setting a manual vcore of 1.2V and see how the temps cope.

I said that they indeed do not ramp up because they're 800rpm non stop. And that before reseating the heatsink I'd like to try anything else that might work.. and that I do not have isopropyl alcohol and can't buy it easily.
I could set the voltage even lower, but then I'll only be underclocking the CPU while I want to be able to overclock it.
I do have a cleaning sollution that's used to clean camera lenses, it is Butyldiglycol.

I've seen others with the same cooler and higher voltages (although on a different cpu) who reached far lower temperatures.
And I just found out that the cleaning solution for lenses I have also came with rubbing pads which do indeed have the isopropyl alcohol in them. So that problem's solved at least.
I'll try reseating the thing when I have some more time. Thanks
