Am i bottlenecking my gtx 1070

I have a gtx 1070 strix non oc version paired with 16GB ddr3 1600mhz CL9, a xeon e5 1650 v1 @4.7ghz on a p9x79 deluxe, a hyper x predator 240GB m.2 ssd in an m.2 to pcie adapter as my boot drive, 3TB Media storage, a 1TB Wd Green for backups and 1tb wd blue for my user's folder and getting a 1tb wd black for games. I am recieving low in game performance @1080p. I also used Display drive uninstaller whenever i switched out my r9 270x for the 1070.

Sorry for the really late reply, but i found the problem, nvidia defaults to pcie gen 2 on x79 chipset, so i had to use the program at the link below to force gen 3, going to run a benchmark and see if it runs any better

EDIT:Tested this out and im noticing a good 15-20% improvement at stock settings for gtx 1070.

Yes i did get the latest drivers as well as resetting the gpu in the slot and it is a pcie 3.0 slot.
