need help upgrading to a new graphics card

heres my specs xeon w3565 stock settings
750ti gpu
16gig ecc ddr3 ram
240 gig SSD as os drive and 2tb HDD for my games
my current psu is a 475 watt 80% bronze which will be upgraded to what ever the new card requires

as for budget i dont really have one im on disability and fixed/low income. guess if i had a budget it would be 200$ or less

right now i can get an AMD HD 6990 gpu for around 100$ used not sure how well thast card is for gaming or how well it is compaired to my 750TI

obviously the 750ti is newer but i dont care if my upgrade card is new or old tech as long as it plays my games and is better then my current 750ti card

heres a list of the top 5 games i play that the card must run at a minimum screen res of 1020x1080p would like 60FPS constant if possible on medium to high settings heres the games list

resident evil 5
doom 2016
fallout 4
the witcher 3
star trek online

Don't go with an old card like the HD 6990. Even with its 2 x GPUs it is slower than todays cards. And doesn't have the new instructions to make gaming look good. If you want a better card than the GTX 750 Ti, you can look into the newly released GTX 1060 3GB model. thanks for the tip id like to go with a high end card if possible but will look into a 1060 but i wanna be able to play doom 2016 and the witcher 3 at 60fps constant at 1080p

Here's a 1060, less Vram than the other models, and the manudature i gave you I havnt heard of before (the EVGA one for the same price is out of stock, but if you want that Precision X and costomer support, you can wait it out http://www.newegg.com/Product/Product.aspx?Item=N82E16814487263)
It will certainly beat that 750 Ti.
However, if $200 is still a bit steep even tough you gave the number (I like money too) a GTX 950 is a good choice.

Of course, with the $50 difference comes a difference in performance. This 950 is one GB of Vram short of the Pascal card and has a 400 Mhz drop in clock speeds (same difference in boost clock also) but its still an improvement over the 750 Ti.
Naturally, I'd urge you to get the more expensive card, but if you'd like he extra $50, take the 950, both are certainly upgrades.

With the aging Xeon, there will come a point where too much gfx card will become a waste of money due to CPU bottleneck. Even the 3GB, cuda core/texture unit crippled GTX 1060 may be a bit much. But the price is decent. That's why I also mentioned the GTX 960 I have for sale. It is the one I used with my Dell Optiplex T3500 workstation 'gamer' (Xeon W3670). It managed a Firestrike score of 6915.

i would consider a 960 but right now im broke and dont get paid till next month and since my psu is proprietary thats why i went with the 750ti

sadly my 750ti doesnt play well on doom 2016 nor the witcher 3

Do you know the +12V specs of the PSU? Nameplate data accessible?
Either of the mentioned cards will be fine with a quality 475W PSU. Anything less than those would not be worthwhile to upgrade to IMO. The GTX 950 might be a possibility for improved gameplay, tho. It's basically a crippled GTX 960.

I just looked up the recommended specs for Doom, you might want the 1080, the 950 and the 960 don't cut it, it recommends a 980, but its always best to overshoot a little (although its hardly overshooting with a downgraded version)

ok so as far as doom and the witcher 3 at 1080p 60fps constant what card would u recommend i buy
i dont need max settings just a constant 60fps

If you don't care about looks (settings), The 960 or even the 950 should do 60 fps @ 1080p if you reduce settings low enough (950). If you want a good looking game while cranking out 60 fps, I'd go with the GTX 1060. Again... your CPU will begin to become your weak link when you get into cards above the GTX 960 range.

what about a gtx 780 or an r460 by amb will any of thoes cards cause my cpu to be a bottleneck i ask because i can get a 460 from newegg for 100$ us and i can get a 780 used for around 185 im also willing to sell off my 750ti to help fund the 460 or 780

i think i will save up for a new psu as well as a 780 just to play it safe in terms of gaming performance
