Is my current system bottlenecked ?

My current system is

CPU : Core2 Quad Q8200
Mobo: Gigabyte ep45-ud3p
RAM : Cosair DDR2 2GB x2
GPU : Zotac 750TI
HDD : Seagate 500gb

a side from upgrading to this gen cpu, this gen chipset, ddr3 and upgrading to gtx 9xx/10xx .

Please recommend me adjustment i cloud make to my current system to make it more balance.

The main bottleneck here is the CPU, although the RAM is part of it, albeit a small part.
The latest Generation is Skylake, and it uses DDR4 RAM, it would be a huge increase over a dual core Q8200.
I don't think there's much you should bother upgrading to be honest, it isn't worth the investment.
Save up enough money to upgrade to a new rig (900ish will get you a killer PC), and get back to me then.
Alternatively you can tell me your budget now and I can put something together for you.
