Multiple problems with my computer, all focus around graphical errors

Okay, this will be a long one but hopefully there is an answer.

First of all I will list my problem and then what I have done to try and fix it:

1. I am having to use the "Windows 7 Basic" theme because if I use any other, it makes things like menus and windows explorer pages go fully black and I can't see anything.

Here is a screenshot of what I get after selecting a different theme other than Windows Basic and right clicking the desktop:

I can still hover over the area where "Windows 7 Basic" theme is normally and click it to return to normality.

2. I cannot update Windows, the in-built updater gets stuck on "Checking for Updates" forever (trust me I have left it overnight and longer).

To get around this I saw you can download an updater from the Windows site, but this also froze and searching for updates. I then found another program called: "WSUSOFFLINE" which apparently installs all of the updates for you. This seemed to work until it got stuck at the line reading: "Installing ..\w61-x64\glb\Windows6.1-KB2729094-v2-x64.msu..." which it has been left on for hours and hours with no progress (except for after I had left it for about 5 hours and Windows said i had updates to install, so I restart the computer and it installs 200 and something updates (which I notice no difference in the system). Then when I open up the wsusoffline tool again to keep doing updates, it gets stuck at the same line. I can tell that it hasn't done all the updates needed because none of my other problems have been fixed and when I shutdown, the screen is smaller than the monitors width and height, which it would normally fill before all of this.

3. My graphics seem to have gone mental. This all started ages ago when I had a GTX 980 Ti, my system would lag/skip/stutter ever 3 or so seconds on whatever screen or program or just moving the mouse around on the desktop. Eventually I got sick of this and reinstalled Windows, but this didn't help, and possibly made it worse. After some time I cleaned out my system as it was dusty and I thought this could solve the problem. When I was putting the system together I fried the GPU by plugging in the second power connector while the system was powered and thus the card was broken and wouldn't work (yes I know, very stupid). So I bought a new GTX 1080 and set this up. When I do a clean install of Windows, I am where I am now.


Here is a list of the graphical problems:
-When I play a video online in fullscreen the whole thing lags to as if it was going 2 fps
-When I scroll down a page there is lag as if it is too much
-When playing games I must have it on a low quality setting (4K worked easily on 980 ti but now I have to use 1080) or it will lag very very hard and I get a tear line in the screen that moves up and down very slightly.

I tried upgrading to Windows 10 and I got a repeating prompt saying: display driver stopped responding and has recovered.

Everything just seems very laggy and not right as before. It cannot be that the GPU/Video Card is broken or faulty because it was doing all of these same things with the GTX 980 TI card I had before. I'm really not sure what else I can do and as you can imagine it is very frustrating.

PSU: 750W (Corsair CX750M)
CPU Cooler: Corsair H80i
Storage: Samsung SSD 250GB
