Questions about base clock and boost clock numbers

It says on the CPU (a10 x4 7850) packaging that the base clock is 3,7 GHz and the boost goes up to 4.0 GHz.
Does that means that the CPU goes under the load automatically to 4.0 or that numbers is up to the consumer and applying manual OC?
 
Solution
It means that the CPU works under 3.7 Ghz normally but under load, when it needs to be faster, i clocks up to 4.0 Ghz
With a manual OC you can set the boost clock ( or the baseclock) higher
The boost clock depends on other factors(power/temperature/power usage. ) as well. For most users core use will be the primary thing that effects clock speed. Under single core load you should reach full speed, but as the number of cores loaded increases the boost clock tends to drop.

Modern video cards do a similar thing.

As said above, you can set a clock rate for and even under all multi core load you will get higher speeds. You need an unlocked(multiplier unlocked) cpu to take advantage of this.
