About 5 days ago, I installed a program that required a restart. I restarted and then my computer started boot looping. I preceded to use the disk-part method and wiped my C: drive. I then had a new error missing operating system. I decided to use the Chromebook recovery utility to burn my ISO to the USB. It said burn was successful. I then plugged in my USB with the windows 7 and it said no boot-sector found on the USB. I am really frustrated with my predicament and I am out of solutions. I have a dell latitude E6400. PS. It worked fine for about 7 months.

What ISO is this that you burned to USB? Was it a Windows 7 ISO? You can use the MS USB installer utility to create a bootable USB from a Windows 7 ISO file. It works well and is easy to use, many other ISO to USB utilities need several steps or outright fail. https://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool

Hopefully you are aware that using diskpart and wiping your drive wiped out your data.

Yeah. I am glad I had backed up everything on an external drive. It was windows 7. Thanks for the help.
