After I plug in my cable, and turn the switch to I and then turn ECO button to off, the fan on the power doesnt spin, why?

some power supplies don't turn on their internal fan until it is needed. Try running the system for a while under load and see if the PSU's fan turns on.

The ECO button keeps the fan until it's needed. This is fine, and keeps dust from accumulating. The only downside is if the power supply fan is a major player in your case's ventilation system. If you have sufficent intake and exhaust fans, you don't have to worry.
