Maxed out memory with nothing running

okay so I have this problem with my ram, its basically at 95-100% with nothing running on it.
Im running with 8gb ram and a I-5 4690k 3.5 ghz cpu. I also have as a graphics card a gtx 970 4gb. Im using windows 10 atm if that helps.

can anyone help me?

Well, it could be malware causing the memory leak. I would run a full scan of your pc using whatever anti-malware software you prefer. If you want a suggestion, I recommend Malwarebytes, it's free, and I've found it to be very thorough with its searches.
Pull up task manager to see what is bogging down your RAM, and look into killing that process if you can. I can tell you from experience that I had Windows Defender running full hard drive scans on my PC constantly, and that was wrecking my memory. I added an exception for the entire drive under settings, and the problem went away.

Okay so im not running anything and when I mean anything. Ive restarted my computer, put it usually takes 20-40 minutes before it pops up again

 
Just to be clear, I'm talking processes, not applications. Processes run in the background, and no matter what you are doing, you will always have a few processes running. Task manager will tell you exactly what is eating up your ram, so when you are at the high usage, pull up task manager, and check your processes.

Okay so the main thing that eats up my ram is the system and compressed memory, but even then it takes like at max 200mb of ram

so after 2 scans, one of them being a full scan, nothing was found, but the ram issue didnt repeat itself. I will send a photo of the ram once it appears again
