SLI 980TI Performance issue

Hello Community!

I recently bought some new parts for my computer. I bought a new motherboard and a 2nd 980ti that I was gunna use to sli. After rebuilding the computer I installed nvidia drivers and enabled sli via the control panel as well as turn on max performance. The issue I'm having is the both cards are giving worse performance than just 1. On GTA V I can get 60fps on 1 card. With 2 I'm getting around 35. My specs are. MSI Z170A G45 / I7 6700K / DDR4 16gb @ 2666 / Aerocool 1000GM / Zotac 980ti Amp edition + Gigabyte Windforce 980ti.

The board is sli capable and so is the PSU. There is no bottleneck either.

I've tried
-reinstalling windows.
-reinstalling the nvidia drivers using DDU
-changing sli bridge adapter.
-switching cards around.
-control panel + power settings to high performance.
- tried using nvidia inspector and applying profiles.

I'm really not sure what's going on. All help is appreciated!

Maybe try installing an older version of the drivers? It may also be a problem with having a card from two seperate manufacturers.However it has been pretty well proven that different manufacturers card's work together and it even says so on the GeForce website so I doubt that is the case. The only other issue I could think of is a defect with one of the cards or a defect with the SLI bridge. I hope you can fix your problem, it's a pretty unique one.

Thanks both for your answers. I've tried fresh drivers and both cards work wonders on single. Its something to do with when the cards are enabled in sli

The temps i dont think matter as throttling is not the issue here as the issue im having is on every game from startup to shutdown. After messing around, i can get the core clocks to match HOWEVER, 1 of the gpus wont get max memory clock, 1 goes to 3500mhz whereas the other 1 stays at 810mhz.
 
3500mhz would be the memory clock. I want to know what the core clock is. Should be like 1200'ish or something under full load depending on what overclock is applied. If only one card is speeding up to full speed and usage % then it would be a issue with either the pcie slot, driver issue, sli bridge issue or a setting inside nvidia control panel. Make sure all nv surround and vr settings are turned off inside the nvidia control panel. Set physX to the second card also to ensure the CPU isn't trying to do the physX work.

I've enabled all that you've mentioned and the motherboard slots are fine as I've tested on single in both slots. I've also tried multiple clean installation of drivers. Its all mentioned in the original post.
