Problem with 500w is there are very, very few decent quality or even ok quality psus at that wattage. What you'll find is quite a few mediocre units and many junk units and a lot of units that say 500w but die at little over half that load. So most will recommend a 550w unit because there are many good ones, at good prices and that extra 50w doesn't hurt to have.

A 1070 with a stock i7-4770 might barely break 300W, so 500W should be fine quantitatively speaking.

The issue you are most likely to run into is quality. As mentioned above, there are tons of poor or even outright dangerous quality PSUs below 650W, you have to be mindful of what you buy if you don't want to get junk. Poor quality units exist all the way to 1000W and possibly beyond, they just get less common the further up you go.
