Can a GTX 1060 run on a 240W psu?

No. Any "240W" PSU is actually ~150W on 12V, and even with a 35W CPU you cannot power the card and your CPU.

Go buy the Seasonic S12II 430W, it's <$50 and will work great

I actually run a gtx 750ti on a 240w psu (my pc I use for media on my TV is a SFF HP unit) I got a version that was low profile and did not require a power connector, it runs perfectly and i have gamed on it plenty with no issues.
