My PC is 5 years old now so I'm looking to build a new one. I was wondering if using the HDD currently in my PC for the new build would be cheaper than buying a new HDD and Microsoft Office. Also will I need to buy a new license for windows after changing motherboards?

The build will be mainly for surfing the internet with 4+ tabs open at a time, msword, excel and a bit of Java programming.

This is a build I've come up with using Australian prices (Newegg, amazon and PLE).
Is there anything that can be improved or is it completely off the mark?

You can use the same HDD in your build, although I believe it is recommended to reinstall due to a lot of changes, but it should still work. The specifications you have currently seem good, for the 'General' use of your PC, as nothing major is needed for just surfing the web.

The G4400 being a dual-core 3.3GHz processor, is a good processor for just general use, and with it being new and a 14nm process, the cooling will be good, so no overheating.

The Motherboard and RAM go well together, and should be able to run the processes, and is probably more than you actually need. The PSU is more than enough for this build, so that is a good point, although I would recommend another one, as people recommend staying away from Corsair's CX...

But I will recommend something else, although the CX Series PSU should do you well:

Personally, I wouldn't change it, as the CX series will most likely not disappoint you.

The Motherboard and Case are compatible, so you are basically good to go.
