compact itx 520w for 1080p build, asus strix rx 470 or saphire nitro+ oc rx 480?

I'd like your advice.
Here's my build:
Thermaltake core v1 case
seasonic sII 520w psu
i5 6400
etc..

i just built it recently but i made a mistake of buying all the other parts before i bought the GPU so now i have some issues. I can't decide which gpu to pick, asus 470 or sapphire 480 4gb, in my country they cost almost the same, and i can't afford anything more expensive. I'm aware that 480 is better, but:

1) I'm gonna play ONLY 1080p at <60fps (display limitations). I'm also comfortable playing at ~40fps.
2) my psu is only 520w, 480 requires 500w MINIMUM, i'm afraid i might run into some power issues + if i can't overclock it is it even worth it?
3) my case is really compact itx case which obviously could get HOT, so if i picked saphire 480 i'm afraid it could thermal throttle but the asus strix 470 has a LOT better cooler, i hear it runs really cool compared to other brands, + it's a weaker card in general so i assume it runs cooler either way.
4) I don't wanna change any other parts of my build.

Which card should i get, or maybe you have some other suggestions? Thank you

Both cards will definitely be able to run at over 60Fps on 1080p, so that isn't an issue. The 500w Requirement is just a 'Guesstimate' I guess, and it will not get near that (Take a look at this: http://www.tomshardware.com/reviews/amd-radeon-rx-480-power-measurements,4622.html ) And it shows that it only consumes about 90w, so don't worry about

The cooling, I'm not too sure about, but if you're more comfortable on getting a cooler GPU (They will be similar) then go ahead. But I would go for the 480 in this case, as it just adds up, and I doubt it'll affect the cooling too much.

Solution
With the case you chosen, you may want to use a blower style cooler instead so you can exhaust heat directly out with the gpu rather than circuiting back into the case.
Your power supply is fine with powering either gpu along with the rest of the system.
