All pci-e slots on the motherboard report 8x speed instead of 16x

Can someone help me on this, it doesn't matter where i put my card, all of the pci-e slots that should offer 16x speed is running @ 8x, and this is what i already did with no success:

Reset Bios defaults and Clean CMOS
Reseat the cpu
Clean the pci-e contacts on the gpu and motherboard
Flashed latest bios to motherboard
Flashed latest bios to gpu

My specs are:
FX 8350
Sabertooth 990FX R2.0
GTX 970 G1 Gaming

Unless I'm having a totally stupid moment, I can't think of any reason other than a defective board.
You don't have anything plugged into any other slots that could be stealing PCIe lanes do you? (I doubt that would cause it, but I'm grasping at straws here)
You might check that both the slots and the card's edge connector are clean. Do you have a different card you can try? A friend's board you can try your card in?

Yep, gpuz read all the slots as 8x even when playing games, its not power saving.

It doesn't change when i do the render test or play games, i do have the cpu power connected to the motherboard, PSU is a ZT Series OCZ-ZT750W (750W) 80 Plus Bronze
