I think my hombuilt PC is broken I need help

Okay so i have tested alot of things going back and forth from windows 7- 10 as i though it could be a os problem but it most certainly isnt. I have benched my cpu on cpuz and got weird results 23% single core (refrence is 24%) but the multi core was at 86% and the refrence was 100% so i think this could be the issue, the main games i play are csgo and rocket league as i have been unable to fix these issues, im hoping someone can help as this is really annoying for example when i boot up my pc and go on csgo i should get 300 fps consistantly but im getting drops to 100 fps and it stays there, this is one of many examples,




CPU= i7 4790k
GPU= nvidia geforce 980ti Evga SC edition
Ram= HyperX fury 16gb 1866 mhz 2x8gb kit
Motherboard= msi gaming 5 motherboard
Cpu cooler= H110i gtx AIO
SSD= samsung 850 evo
HDD = samsung 1 tb hard drive
pSU= Evga G2 750 watt power supply

update so on csgo there is a option to use single or multicore rendering so i have tried both, yes single core gets reduced fps but it feels smoother, but when i turn it on it is stuttering all over the place so i think maybe the thing that gets the cores to work together has broken
