FPS issues with Battlefield 4

Recently i did a fresh install to my PC and installed a new kit of RAM. Everything went ok, and started to install applications, software and games.
The first game that i installed was BF4, and did some benchmarking with Fraps.
These results were right after i completed with all the necessary applications and software after the fresh install of win 8.1

Test range

Frames: 5785 - Time: 60000ms - Avg: 96.417 - Min: 53 - Max: 114

10 minute run on Metro 64 player server
Frames: 56991 - Time: 600000ms - Avg: 94.985 - Min: 32 - Max: 127

Few days later, i realized that i had installed an older AMD driver, i upgraded to the newer 16.8.2, and did another benchmark with the same settings,

Test range
Frames: 4856 - Time: 60000ms - Avg: 80.933 - Min: 56 - Max: 94
1080p Ultra x4AA CPU@4.2Ghz GPU@1100/6000 16.8.2


As you can see, the results are very different from the previous test, almost lost 16fps on average.
Later i installed older driver, 16.7.3 and did the same test,

Test range
Frames: 4827 - Time: 60000ms - Avg: 80.450 - Min: 54 - Max: 92
1080p Ultra x4AA CPU@4.2Ghz GPU@1100/6000 16.7.3


And finally installed the driver that had the best results , 16.6.2, but Fraps is telling me something else,

I really don't understand what is going on here, all the test were done with same in game settings, CPU clock and GPU clock speeds.
Another thing to mention is that, with all 3 drivers, i had almost same score in 3dmark11, Uniengine valley and Passmark (GPU test)

Could it be fraps issue, or something else.
 
Solution
i'd be far more interested in the rise of the minimum rather than the fall of the avg.

But this could just be an effect of the win installation getting dirtier.
