Single-rank vs Dual-rank DDR4 RAM

Hi there. I'm in the middle of building my PC, so here comes the turn of RAM. While reading the specification of Kingston HX421C14FB/8 and HX421C14FB2/8, I saw that first is "Dual-rank", second is "Single-rank". Also there's a huge difference in "Refresh to Active/Refresh Command Time" (260ns vs 350ns), I assume lower is better.
What does the rank mean and how would single/dual rank affect my PC work?

P.S. I'm going to purchase one stick for now, then after a little time the second stick (so I want 16 GB dual-channel), then after some more time the other two sticks so that finally I'll have 32 Gb RAM in 4 slots.
My mobo is Asus H170 Pro Gaming.

That depends on your use. HOWEVER, Dual channel will always trump the differences there, so buy two sticks now if you can (and never have to worry about compatibility)
Don't worry too much about it, the performance in most cases is barely different. Basically it's how many RAM chips are connected to the DIMM controller, single rank means one set per controller, dual rank means two sets.

Don't buy separately though, unless you are absolutely sure that model will always be around. Decent 16GB sets are only ~$60, so it's not much of a stretch to buy at once
