Is this PC in well balance? And will it record?

No this is a horrible build:

9XXX series AMDs are just factory overclocked 8350's and it is proven that performance is no better if not worse, and they use up way more power and produce way more heat doing it.
In reality a modern i5 will be faster, cheaper, and less heat then a 9xxx AMD, even more so when you do not need a super expensive motherboard.

I would frankly not recommend anyone buy new into the AM3+ platform at this point since it is over 4 years old.
If you need the 8 threads then you would be better off buying a Xeon 1230v3 and haswell motherboard

ADATA SSDs are bad, there is reason why their SSD is only $40.

Why Windows 8.1???????

I wouldn't get a FX 9590. I would go for the i5 6600k and for the motherboard i would go for something like this: http://www.newegg.com/Product/Product.aspx?Item=N82E16813128843 (you can pick something else i just went for this because its in the same price range as your 970). Also you dont necessarily have to buy thermal paste, the Hyper 212 evo comes with a tube of thermal paste. Otherwise the build is looking good and yes you would be able to record those games smoothly.

I picked an ssd like that because I will only be running windows on it. Also all the windows 7 I could find were $140. I will change the FX9590 to the FX 8350 and attempt to overclock it. Also I picked the board just because it looked sexy and could handle what I would put into it.
