I need to upgrade my PC in 2017, I don't want to buy something that will get obsolete (e.g. 2011-3) in a year, so I'd like to know if there are any announcements when the new Intel socket is coming out ...

LGA 3647 is the expected replacement for LGA2011-3. All new animal with hexa channel memory and FPGA from Altera on-board, at least as an option. And they are going to rename the model series X, so Skylake-X, Kabylake-X.

Kind of hope they simplify things on the consumer side by going with K class chipset boards as well. The Z thing has always bugged me.

Next generation of CPU after Skylake is Ice Lake, due in 2018. Doesn't necessarily mean it'll be on a new socket, but that's probably the earliest you could expect a new socket since Skylake just arrived a year ago.

Intel also changed their strategy from Tick-Tock releases to Process > Architecture > Optimization, meaning that there will likely be a larger gap between new socket designs than before.

As BadBoyGreek says, it looks like Intel is moving to 3 generations of CPUs per socket now. Skylake was the first for 1151, and KabyLake is due to hit shelves soon, so you can expect around 2-2.5 years until the next socket hits for mainstream CPUs.
