Is my motherboard broken?

I setup everything in my case and when I switched the PSU on the fans began turning. But when I connected it to the screen and pressed the Powerbutton the case, I saw nothing on the screen. I turned the PSU back off and on and now the fans weren't turning anymore. So I pressed the power button and suddenly everything began turning. When Itried it later again nothing happened. The fans weren't turning or so. So I set up everything outside of the case on a cardboard box and setup everything. GPU on the MoBo with 6-pin connected. 4-pin for CPU, 24-pin for main power, 1 stick of RAM and cable for CPU fan. I put a screwdriver at the pins for the power button, but nothing happened. Can I safely say my motherboard is broken?
 


Can you test different power supply?

CPU: i5 6500 Skylake
GPU: GTX 1060 Windforce
HDD/SDD: 1 TB HDD/240 GB SSD
Cooler: Hyper 212 EVO
PSU: Seasonic S12II Bronze 520 W 80+

Yes the CPU connector is connected

Nope, but I tested it with the paperclip and the PSU fans didnt turned on, so I think it is broken. I will return it, thx :)
