Dell Precision 490 motherboard

I have bought a motherboard on eBay but after finding the difficulties of a dell workstation motherboard (needing both a 20 pin and 24 pin) and getting a specific power supply for this just to find more abnormalities such as a 12 pin connector and a 5 pin molex, I have reached a dead end. When I plug the 20 pin and 24 pin in and when I apply power (at the mains) the fans spin on the two CPUs (X5450 Xeons) and on the graphics card, but no output whatsoever. Is this the motherboard powering on or do I have a broken motherboard?

Sort for not providing full specs, the PSU is 750W and I am using 4X4gb of ECC FB-Dimm ram. It may be the PSU, I did buy all parts from eBay... Still I cannot figure out how to power on the rig, there is nothing conventional about this board :( I tried just plugging in the 24 pin into the motherboard and leaving the 20 pin out, which after briefly powering my graphics card (GeForce G210, just to test output due to no onboard graphics) and now the fans don't spin when I switch the power on at the mains, which I'm not sure is a good sign. The motherboard Led is still active, but with no flickering. Sorry for the long reply :)

The Xeons are 120w each and the G210 shouldn't take that much... I have managed to power the system now, but no post. The fans spin on the CPU's and on the video card, but no output :(
