CPU Overheating after buying 212 EVO and thermal paste

I've had my PC overheating for a little while now so i decided to buy some new thermal paste (arctic silver 5) and it didnt help, at all. Next thing i do is buy a new cpu fan as the old one was the one that came with the cpu, i purchased the Cooler Master Hyper 212 EVO and it cooled it down a lot, but the temps are still not GOOD, infact pretty bad but definitely better, here is a screenshot of it just sitting on idle for about 30 mins. https://gyazo.com/5ee43d4cc7bf137260d333c2daf6f70c

Temperatures read at idle are less accurate, nature of the beast. Run a stress test program and watch your thermal margins in overdrive and it will give you a more clear indication if you're actually overheating or not. Overdrive is telling you a thermal margin, not a cpu core temp. It's not running at 63c, it has 63c until it reaches throttle limits at which point it's overheating. As the number decreases in overdrive, the hotter the cpu cores are becoming. If it read 10c that means you'll start throttling if the cpu temps increase 10c.
I see where the cpu package temp rose to 59c while it was at 30-35% load according to that snapshot. Package temps aren't cpu core temps and 35% use isn't idle. Amd cpu's can be difficult to get an accurate temp on just the way they were designed. Your best bet would be to use amd overdrive and watch the thermal margin on it to see if you're overheating under load.

When using the 212 evo make sure to tighten the center thumb screw under the cooling tower, it will help apply pressure ensuring the cooler base is firmly seated against the cpu for efficient heat transfer.
