Computer shuts down seconds after booting up

Hello. So here's the story: every time I start up my PC, the fans start up and the LEDs turn on, but after two or three seconds (before anything is picked up by my monitor), it shuts down. It then starts up again, only to repeat the same cycle over and over again. While such issues aren't unheard of, and people generally point to a faulty PSU as the likeliest culprit, my PSU passed the paper clip test. Moreover, I notice that if I start booting up the PC with the CPU power connector unplugged, it boots up normally and remains powered on. My CPU has been in rather poor condition recently (high temperatures and whatnot), so it doesn't seem impossible that a dead CPU is the cause of my problems. My motherboard has also accumulated a fair amount of dust over the past couple of years (although I do clean it occasionally). I'm just really unsure how to proceed, and want to have at least some level of certainty before making any purchases.
