Cannot dual channel HX324C11T3K2/8 (2x4GB), 3.96GB usable

Hello,

I am having problems with some RAM I purchased. The make/model is HX324C11T3K2/8, 2x4GB DDR3 RAM sticks. When I attempt to dual-channel both sticks, one of the sticks is rendered hardware reserved.

To clear some things up:

- I am not using a 32-bit operating system, I am using a 64-bit version of Windows 10
- I have tried booting off both RAM sticks individually, they are not broken and both work
- I have tried booting with the sticks in separate channels, all 8GB becomes usable
- I have ensured that the Maximum Memory option on msconfig is unchecked
- The slots themselves are not faulty, I have tested various arrangements of the sticks
- The other dual channel pair of slots will not work either
- The ~4GB which is not being used is marked as hardware reserved in resmon
- All 8G RAM is detected by both the motherboard and the operating system
- Timings and variables are exactly the same on both sticks according to the BIOS and CPU-Z
- CPU-Z reports that the sticks are only in single channel mode
- CPU-Z detects that the sticks are in slot #1 and slot #2

So I'm really out of ideas.

I have heard that the GPU can use up system RAM, especially integrated ones, but I use a GTX 770 (2GB). In Nvidia control panel, total available graphics memory is 4075MB and shared system memory is 2027MB. I suspect this may have something to do with it? How do I stop it from using system memory? I cannot find any such option in the BIOS.

System specs:

- MB: Gigabyte 990FXA-UD3 (R4.0)
- CPU: AMD FX-6300 @ 3.8GHz
- GPU: Gigabyte GTX 770 OC w/ 2GB GDDR5
- RAM: Specified model in title

1| Make sure your BIOS is up to date.
2| Make sure you've reinstalled your OS or at least try a repair install and see if the issue is averted.
3| You've stated other dual channel pairs, what are they?
4| You should also make sure after OS re-installation that your drivers are up to date/in order.
5| Given that your board in BIOS and with software with CPU-Z recognizes that there is 8GB of ram, the issue is compounded to a corruption in your OS.
