FPS Drop, but why?

I seem to be getting an FPS drop, I'm not too sure what is causing it.
I use HWMonitor & Corsair Link to check my temps and have re-seated my CPU cooler and my GPU never gets too hot.
This happens in every game, regardless of launcher.
This is significant 45-70fps drops depending on the title.
It only happens when my account has been logged into for around half an hour, and will just do it without warning regardless of single player or multiplayer.
Logging out and back in will resolve the issue for another half hour.
However, I spent all of yesterday playing a game and nothing, but then the next day with no new updates installed I'm not able to play anything for a prolonged period of time.
I performed scans, I monitor my temperatures, my SSD still has 250GB of spare storage.
Specs:
i7 4770k
Asus Strix GTX970
Sandisk 960GB Ultra II Performance SSD
Windows 10 (latest version as of post).

This is one of the strangest issues I've faced in my PC gaming life, where I can find almost no reason for everything to stop responding.

So I REALLY need your help from anyone who might know.

I actually got my old AMD 5770 and it didn't run into the same issues, but when I went back to the seller, they tested it and couldn't find any issues, so I'm back to square one unfortunately.

After doing a barebones Windows install, I couldn't replicate the issue, so it seems software based, but with which software is the question and why does it kick in after around 20 minutes of logging in?
