can i mix two different video cards?

I`m sorry to say you can only SLI two nvidia cards if they are in the same model and number range.
So two 1070 cards would work, and two 970 cards would work.
But not a mix of a 960 card and a 1070 card.
The only thing you can do though, is dedicate for example the 960 card to deal with all of the physix calculations in a game if the game features it T1000789.
And let the GTX 1070 card deal with running the graphics calculations.
That would give you a little bit more free gpu utilisation or load percentage on the 1070 card as it would not have to do both the graphics and any physix calculations.
And it would also free up some of the cpu processor time, as when it comes to physix calculations in the Nvidia driver app you can select if the gpu does the graphics, and the cpu deals with physics calculations.
It would help in respect to the cpu of the system possibly not bottle necking the graphics card via the cpu if you set the 960 card to do all of the physix calculations.

As strong as the 1070 is, if you aren't pushing 1440p/144 or better, then using a 960 as a dedicated physX card isn't really going to do much other than make you use a bigger psu and use a better case cooling solution.
