Ethernet has issues but not WiFi

I have having some really strange issues with my home network. Just moved into a new apartment about a week ago and so far things have been fine except for my main PC on the new network. Periodically my internet speed on my PC will flatline to almost nothing and my task manager will look like this:

If I unplug the ethernet from my PC it goes back to normal or if I reset the router the problem will go away for a while but will crop up anywhere from 30 min to a few hours later. This isn't such a huge deal because resetting the router solves the issue but I am concerned there might be something more worrisome. Why is my Network and CPU usage so high when this happens? When I unplug my PC or reset the router the usage drops back down to normal levels for CPU and 0% for Network. No idea why this is happening and want to solve it.

I've already called Belkin for router support but seeing as how every time I restart the router the problem goes away the technician following whatever script they have in front of them just push me along saying the problem is fixed.

Already updated firmware, Ethernet driver, and tried 3 different Ethernet cables to no avail.

Not that I know of. The only firewalls in place are the Windows 10 firewall and the one on the router. Should I turn off the router firewall?

Ok I will give it a scan and report back

EDIT: Ran a full scan and no threats were found.

Yeah pretty much the same info. I can ping the router ip with nothing out of the ordinary showing up. Might just do a clean W10 install on this machine, been a little overdue for one anyway.
