Disclaimer:
I could be over-reacting but I'll post it anyways, maybe I'll learn something.

I've been trying to play a couple early access games like Ark: Survival Evolved and Star Citizen, but my framerates can be horrible at times (or all the time). Ark is tuned to slightly below High settings, and Star Citizen is on Medium. This obviously concerned me seeing as I paid $600 for my GPU (of course months before the TI came out) and feel like I'm doing something wrong or not getting what I've paid for. I have tried the obvious things, like make sure Direct X, My Nvidia driver, Windows, and the game were all up to date.

Here is a speccy snapshot and my score in FireStrike.

Any help will be appreciated, thank you.

Both of those games are terribly optimised. And as a result are very CPU intensive and favour high single threaded performance. Therefore all AMD Cpus struggle massively with them due to their low single core performance. I have a 8350 myself and stopped playing ark because it was running so poorly. I found the same thing with ARMA, Rust and DayZ too as they are probably the most CPU intensive titles out.

Only way you'll get decent performance on these games is with a good i5 or i7.

well after looking at your specs and using this online tool http://thebottlenecker.com/ i input your specs and it says that the CPU is too weak for the GPU so your CPU is causing your GPU too be under utilized try checking the usage of your GPU while in game. the higher the usage the better. try going in your most demanding game you have and see if the usage % is high or low a higher usage would be good in this case. now i'm no pro but overclocking the CPU may help a little bit but if it is true that you have a bottleneck then your best bet is to upgrade to the new Amd zen am4 CPU's that they are releasing in the coming months. hopefully this is helpfull as i'm just an average enthusiaust with bad spelling :)
