With your setup, you shouldn't need to lower settings and resolution. CS:GO will have 60 fps on low end laptops, without graphics card. Your CPU should be enough not to hold the fps from graphics card back (called bottleneck) and your graphics card is strong enough to play this game at highest quality settings, at 1920*1080 (full hd) and to get more than 100 fps.

it has to do with how the servers work. And it changes ever second from 140 to 300 so if you can keep at 200 all the time.
 


The server tick rate and presentation rate have nothing to do with each other most of the time. In certain poorly programmed games they might, but anything above 100fps even in that case will result in data rates faster than the latency, and therefore do nothing
