Hard drive problem

I have a hard drive I wanted to use as a drive for storage, and in Disk Management it says "Could not initialize drive an I/O error occurred." It is an IDE/PATA drive and I had it connected via USB adapter (that has worked before). The Disk Management does recognize the drive capacity and model.

I'd recommend you run some HDD diagnostic tests on the drive first, since you are able to see it in Disk Management. Unfortunately, the I/O error might be indicating internal hardware failure, so I hope you don't have any important data stored on that PATA drive.
You could also try connecting the HDD with the USB adapter to another computer to see how it will get detected there as well. I'd also suggest you go to Device Manager and check how the HDD is seen there as well.
