CPU speed problems

Hello I have a big problem. When I start game my CPU AMD Athlon x2 255 processor decreasing his speed from 3,1ghz to 800mhz. I tried to set in power options High Perfomance but nothing changed. I have big fps stutters in games cuz of that. It sometimes jumps back on 3,1ghz and suddenly drops on 800mhz.
My PC specs : Processor : AMD Athlon x2 255 processor
: Motherboard : 760GM - E51 (MS-7596 --> Micro-Star International CO.LTD Manufacturer
: GPU : Nvidia GT 220
: 4gb of DDR3 ram

I think it started before half year +-. In Bios HW Monitor CPU temperature shows 80 degrees of celsius but on CPUID-Hwmonitor & Core temp shows 70 degrees.

I forgot to say when I run PC first time on day and start playing some game I have stable frequency for like 5minutes. Then it starts stutters. I think AMD has some setting to decrease perfomance when at some temperature. I guess I have bad cooler
