VisionTek r9 280x artifacting

I have a few week old r9 280x that I did overclock but I put it back for the sake of Overwatch, (your rendering device has been lost bug) it has been artifacting for a while now and when ever I do something new on my computer (such as play a new game) the graphics start to artifact then my computer restarts.

This happens a lot when I am on youtube or on a website that streams such as netflix

Are you sure you toned down the overclock ?

Yes, I put my clock speed at the factory 1000 gpu clock and 1500 memory clock.

Did you overvolt it or touch the powerlimit ?

When I overclocked it I raised it by 1%, the websites suggested I raise it by a bit for every 100mhz you raise, on both. So if I did 1100 core clock and 1600 mem clock you change the powerlimit to +1%

It almost NEVER does it when I am playing a game, only when browsing the web or streaming vids on youtube or netflix.

Ok so it rarely does it on anything but the screen spazs out when I do something new, like always, but it never crashes.
