My pc has been acting weird and slow, I oppened up settings and looked at my computer specs there. I found out I had 12 ram but only 3.97 of it usable, I opened the case and colocated the ram again in its places. I did that twice and when I boot up my pc it still shows me the same 12 installed ram but 3.97 usable. I wanted to see if anyone was willing to help! Thanks a lot!

Try one of these options:
1.Go to BIOS and see if maximum memory size is 12 GB, if not manually you can enter.
2.Use MSCONFIG and increase the maximum memory there
3. Try using one 8 GB and check how much you see as usable.
