Is it bad to only have a good graphics card?

having one part stronger/better than the others doesn't hurt anything. But the weaker parts may bottleneck it. So a weak CPU paired with a great GPU would result in the GPU never being able to run at full power due to it having to wait for the CPU to catch up with it all the time.

if you are talking about having a good GPU and then skimping on the rest, then that is the way to go on a budget. CPU's these days are seldom taxed by games and so really your limiting factor is the GPU. Of course you will want a SSD in your system as well.
