ASUS Strix R9 380 Sudden Performance Drop

Hello,
I bought the graphics card 4 months ago, in april 2016.
Recently, I noticed that while playing Counter Strike: Global Offensive, I wasn't getting the usual framerate capped at 300fps (which was around 450+ after increasing the fps_max varable, if I remember correctly), but ~200 and lower. I also noticed coil whine.
Since I bought it, I was playing on lowest setting most of the time, with multicore rendering disabled. Today, while doing some testing, I noticed that framerate increased to around 270-290, if I enabled multicore rendering, which as far as I know shouldn't be the case.

Does anyone have any experience with such changes in GPU performance?
Could it be the PSU, and how to check if it is the PSU?

Specs:

  • i5 4950 @3.3GHz
    8GB ram
    ASUS Strix R9 380
    PSU: Corsair VS650

I play CSGO as well, sometimes when there are updates to the game, it affects my FPS. You also may want to check your graphic settings. Sometimes your settings change when there is an update.
