What is the ambient temperature of the room that the computer is in? Anything over 80 degrees Fahrenheit is potentially dangerous to computers. Are you running it with the case open? Not a good idea as a closed case is designed to maximize air flow. Also, are your fans setup in a push/pull configuration? There is much debate on how to properly set this up, but generally you have one fan sucking air in on the bottom and the other fans blowing air out. Or, and this is where people tend to get agitated, you have one fan on the top/back blowing air out and all the other fans sucking air in. Either way, you do not want all the fans blowing out, as this will greatly limit your cool air intake. And you do not have all of your fans sucking air...

Check the air flow. What exactly is overheating? CPU, GPU? When you built it, did you apply fresh thermal paste between the CPU and heat sink? Are all of your fans installed properly and running? Particularly your CPU fan and GPU fan. The high CPU usage could be a number of things. Windows updates for instance runs pretty high with the SVChost process, which is a generic process to link programs to other processes. Usually you have to click on the "Show Processes From All Users" button in task manager to see what the system is running in the background. At least this is true in Windows 7.
