Thermal paste re-application needed?

I have installed a new intel i3-4150, 6 days back.The day when I had installed the new i3 processor,the pc booted and shutdown automatically,the first time.So I was puzzeled and had removed the heatsink again and ensured that it was installed correctly.And again today(after 6 days of installation) I had to again remove it for a reason.So my question is,do I need to re-apply thermal paste?Or let the cpu and heatsink as it is;running without problem.I generally use my PC for playing games(GTA 5,FIFA 16,...)

If you're just testing, leaving without is not much of a deal(it'll overheat after a while though). But if you're going to use from now on, you shoud definitely apply it.

CPU Temperature->below 39 or 40 when idle.but is 45° C after playing game.
 
There always has to be thermal paste between the CPU and the Heatsink, If it's old and kinda dried out, you'd have to clean it and replace it, if it's still kinda wet you should be able to out it back on, but this can create air bubbles that will hinder heat disapation hence why you might have to do the whole reapplication measure.

i think the thermal paste was wet,as it should have been.I had installed the i3 just 6 days back.So is there really a 'must' for re-applying?
 


It's not a must, but it wont cool as well if there are air pockets, so if you compare it to how cool it's supposed to be, it won't be as cool.

I know thermal pastes do not cost much.Yet as my processor is very new,so which is the cheap yet good themal paste?I just need little bit(pea sized) to apply.

I would reapply thermal paste if you know that you won't be taking off the heatsink again. I single small ball in the middle will spread out evenly without air pockets. As said before, air pockets will lower the heat transfer rate.
